Zambia: El Niño readiness and anticipatory action

Zambia’s official 2026/27 seasonal forecast identifies a very strong El Niño, below-normal rainfall over most of the country, prolonged dry spells in the southern half from December to February, and localised flood risk in wetter northern areas. On 13 October the Government and UNICEF reported that the national El Niño Cluster Readiness, Preparedness and Anticipatory Action Plan had been finalised. The plan is a verified administrative action, not evidence that budgets, supplies or protection have reached districts and communities.

Geographic scopeThis record concerns Zambia’s national 2026/27 readiness plan and the provincial forecast geography established by the Zambia Meteorological Department. It does not classify district conditions, attribute observed impacts, or infer implementation from the plan’s completion.

Niger: Niamey crosses the river’s yellow-alert threshold

The Niger River at Niamey was measured at 538 cm at 07:00 on 6 October 2026, above the 530 cm yellow-alert threshold. Niger’s public news agency reported the observation and the governor’s precautionary message on 7 October. The alert establishes an immediate duty to communicate risk and follow changing river levels. It does not establish flooding, overtopping of dikes or delivery of protection.

Baya facility handed over; operating arrangements and finance attribution open

Active signal

Côte d’Ivoire · PIDACC/BN additional financing

Côte d’Ivoire’s Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN) handed a livestock facility to Baya’s herders on 15 October 2026, according to the public news agency’s 17 October report. The reported construction cost is FCFA33 million. This establishes a named programme handover, not payment records or attribution to the US$24.07 million additional package. The immediate decision is to establish inclusive management under the sub-prefect and clarify operating resources, alongside the remaining November–December delivery commitments.
