Côte d’Ivoire climate-finance delivery assessment

Record reference · CI-PIDACC-2026-001Côte d’Ivoire · PIDACC/BN · record 001Baya facility handed over; operating arrangements and finance attribution open

Côte d’Ivoire’s Niger Basin climate programme: following additional finance into delivery

Côte d’Ivoire’s Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN) handed a livestock facility to Baya’s herders on 15 October 2026, according to the public news agency’s 17 October report. The reported construction cost is FCFA33 million. This establishes a named programme handover, not payment records or attribution to the US$24.07 million additional package. The immediate decision is to establish inclusive management under the sub-prefect and clarify operating resources, alongside the remaining November–December delivery commitments.

Evidence reviewed 18 October 2026. This record distinguishes the initial programme’s reported disbursement and execution from the still-open cash and delivery trail for the additional package.

Current assessment

Baya’s handover shifts the test to management, operation and attributable finance

Latest assessment

A livestock facility at Baya has been handed to herders; its operating arrangements remain open.

The Ivorian public news agency reports a 15 October handover in Baya, Boundiali department, Bagoué region. It identifies FCFA33 million as the construction cost and records a recommendation for an inclusive management committee under the sub-prefect. Committee formation, operating resources and finance attribution are not established.

Decision now due

Establish Baya’s management and operating resources, and evidence the remaining dated deliveries.

The management committee was recommended as soon as possible on 15 October, without a fixed deadline. Gbéléban and Gbémou landing facilities remain due by 30 November; structural works by 31 December 2026. The additional-finance phase closes on 31 December 2027. Verify committee appointment, supervision, user access, upkeep and operating resources. Training and a livestock-water borehole were requested, not delivered. Obtain the contract, payments and funding component for Baya. The source calls it a livestock park; it does not explicitly identify it as the previously announced loading station, so that milestone is not marked fulfilled by inference.

Responsibility

The Ministry of Water and Forests and its national coordination unit hold the Ivorian implementation chain.

The ministry’s Director-General of Water Resources represented the minister at Baya. An inclusive local management committee was recommended under the sub-prefect; its appointment remains open. Regional committees and technical services support the programme, and the Niger Basin Authority coordinates its regional component.

Verified action

Five verified response entries now include the reported Baya handover.

Preparation, launch, supervision, the ministry’s initial-programme execution report and Baya’s handover are documented. This is a count of response entries, not five completed infrastructure projects. The handover report does not establish sustained operation, increased incomes or reduced conflict.

Information required

Baya’s management, water provision and finance attribution remain open, as does the additional-package cash trail.

FCFA33 million is a reported construction cost, not an independently traced payment or additional-finance release. The file needs committee appointment, operating and maintenance arrangements, water provision, procurement and payment records. Additional-package drawdown, counterpart release, regional allocations and attributable outcomes remain open. No evidence in this file is not proof of no action.

From finance to outcome

Six stages of the public decision

The trace keeps an approved financing framework separate from money released, contracts awarded, work delivered and outcomes measured.

Read the evidence method →
Stage 1Verified

Signal

What consequential transition has entered the public record?

The Ivorian component of PIDACC/BN has moved from an existing resilience programme into an additional-financing phase covering climate adaptation, landscape restoration and natural-resource management in eight regions.

Stage 2Verified

Trigger

What official action activated the new phase?

The agreements were signed on 13 March 2026. The Council of Ministers adopted three ratification decrees on 3 June, before the additional-financing launch on 16 September. The African Development Bank announcement followed on 28 September.

Stage 3Mapped

Authority

Which institutions carry responsibility?

The Ministry of Water and Forests and the PIDACC/BN National Coordination Unit lead national implementation. Regional monitoring committees connect prefects, regional councils, decentralised technical services, financial control and programme accounting. The Niger Basin Authority coordinates the regional component.

Stage 4Verified

Commitment

What finance and implementation authority are established?

The launched package totals US$24.07 million: an African Development Fund loan of US$6.87 million, a Forest Investment Programme loan of US$12.6 million and grant of US$1.9 million, plus a US$2.7 million Ivorian counterpart contribution.

Stage 5Verified

Execution

What has moved into implementation?

Baya’s livestock-facility handover on 15 October is reported by the public news agency. The ministry’s earlier initial-envelope aggregate remains a separate baseline. The new handover does not establish which financing component paid for it, sustained operation or fulfilment of the separately described loading-station milestone.

Stage 6Not assessable at this stage

Outcome

Can the additional financing’s public effects be assessed?

Not yet. Existing programme outputs form a baseline, but the additional-financing phase requires separate evidence of hectares restored, water and livelihood assets delivered, beneficiaries reached and resilience outcomes by the end of 2027.

Stage 1

Signal

The transition being tracked

An existing resilience programme has entered a new financing and implementation phase

PIDACC/BN began in 2018. The present record does not reopen the full programme history. It follows the additional financing because it changes the resources, timetable and public delivery obligations now in view.

Territorial evidence map

Baya’s handover within the eight-region programme evidence

This is a schematic programme map, not a hazard map. It shows only the eight regions named in the programme record. A filled marker means that launch or post-launch action is documented. Bagoué also has a reported handover at Baya, Boundiali department. Open operating and finance questions overlap that evidence; the handover is not attributed to the additional package.

Stage 2

Trigger

Formal activation

Ratification and launch move the package beyond proposal

The agreements were signed on 13 March 2026, ratified on 3 June and launched on 16 September. The African Development Bank reported the launch on 28 September. Legal authority therefore preceded operational activation; none of these dates establishes full disbursement.

Stage 3

Authority

Who holds responsibility

National coordination, regional review and basin-level oversight have different roles

The institutional chain is sufficiently defined to follow the financing into regional subprojects without treating the African Development Bank, Niger Basin Authority or regional authorities as interchangeable.

01Baya operating arrangements

Boundiali sub-prefect; proposed inclusive local management committee; PIDACC/BN coordination

The minister’s representative recommended a committee including customary leadership, herders, traders, women, young people and technical services under the sub-prefect. This is a recommendation, not evidence of appointment or a new legal mandate. Operating resources, training and livestock water provision remain open.

Commitment

Financing composition

The initial envelope has an official aggregate; the additional package still lacks a component-level cash trail

The record keeps the ministry’s reported FCFA 10 billion-plus initial-programme disbursement separate from the US$24.07 million additional package and from transaction-level proof.

Reported construction cost; financing attribution open

Baya livestock facility

FCFA33 million

The handover report gives a construction cost, not a contract, release or payment record. It does not identify the additional package as the funding source. Management training and a livestock-water borehole were requested; no financing or delivery of either is established.

More than FCFA 10 billion reported disbursed

Initial PIDACC/BN envelope

FCFA 13 billion

The Ministry of Water and Forests reports the aggregate disbursement and physical execution above 80% for the existing programme. The file does not yet contain transaction-level records, a regional allocation schedule or evidence that this aggregate belongs to the additional-financing package.

Ratified and launched

African Development Fund loan

US$6.87 million

The Council of Ministers records ratification of the loan agreement. The public file does not yet show the drawdown schedule, amount released or expenditure by subproject.

Launched; release evidence open

Forest Investment Programme loan

US$12.6 million

The AfDB launch statement identifies the loan component. Component-level disbursement, regional allocation and payment records have not yet been entered in this file.

Ratified and launched

Forest Investment Programme grant

US$1.9 million

The Council of Ministers records ratification of the grant agreement. Ratification is not treated as proof that the full grant has been disbursed or spent.

Committed; release evidence open

Government counterpart contribution

US$2.7 million

The AfDB launch statement identifies the Ivorian contribution. The appropriation, release and expenditure trail remain to be published or entered in this file.

Stage 5

Execution

Implementation trail

Existing-programme execution is reported above 80%; dated completions are now testable

The official aggregate and delivery milestones establish a stronger baseline. They do not by themselves identify the contracts, payments or outputs financed by the additional package.

Outcome

Assessment horizon

The additional-financing outcome is not yet assessable

The appraisal timetable runs to 31 December 2027. A defensible assessment will require outputs and outcomes tied specifically to this financing phase, with geography, cost, completion and beneficiaries identified.

What would change the assessment

Published disbursement and counterpart-release records; procurement notices and awards; contracts and payment certificates; completed restoration, water, livelihood and infrastructure outputs; beneficiary registers; and independently reviewed environmental, social and resilience results.

Documents still required

The next evidence must connect the reported aggregate, the new package, place and delivery

These records would show which works were paid from the initial envelope and whether the additional package has moved from legal authority into attributable public execution.
