Côte d’Ivoire’s Niger Basin climate programme: following additional finance into delivery
This is the assessment reviewed on 1 October 2026. Later evidence is not included.
Active signal
Côte d’Ivoire has ratified and launched US$24.07 million in additional financing for its component of the Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN). An official ministry report now places the existing programme above 80% physical execution and reports more than FCFA 10 billion disbursed from its initial FCFA 13 billion envelope. That baseline does not establish disbursement of the additional package. The next public tests are the dated infrastructure deliveries promised for October to December 2026 and an attributable cash, procurement and output trail for the new financing.
This record concerns the Ivorian component of PIDACC/BN. It does not treat programme-wide regional finance or activity in other Niger Basin countries as evidence of delivery in Côte d’Ivoire.
The legal chronology is corrected: ratification took place on 3 June, before the September launch.
The Council of Ministers communiqué is dated 3 June 2026, not 28 September as previously recorded. It covers two loans and a grant signed on 13 March. The 16 September launch and 28 September African Development Bank announcement are separate events. The existing-programme baseline and the open additional-finance cash trail are unchanged.
Deliver the promised infrastructure by the October–December deadlines and identify which finance paid for it.
The decision trace now turns on completion and handover evidence for the dated works, together with contracts, payments and financing attribution. For the additional package, it still requires component-level drawdown, regional work plans, procurement awards, counterpart releases and beneficiary-level delivery evidence.
Livestock loading station inauguration: 15 October 2026. Gbéléban and Gbémou landing facilities: no later than 30 November 2026. Structural infrastructure completion: 31 December 2026. Additional-finance programme closing date: 31 December 2027.
The Ministry of Water and Forests and its national coordination unit hold the Ivorian implementation chain.
Regional monitoring committees, regional councils and decentralised state services support delivery. The Niger Basin Authority coordinates the regional programme, while the African Development Bank Group and climate funds provide financing and supervision.
Ratification, launch, field supervision and an official existing-programme execution baseline are verified.
Official records establish financing agreements, implementation instruments, eight intervention regions, a launch and post-launch supervision. The ministry now reports more than FCFA 10 billion disbursed and physical execution above 80% under the initial envelope. Transaction records and output attribution remain open.
The additional package’s drawdown, regional allocations, awards and attributable outputs remain open.
The official aggregate for the initial programme is not a substitute for loan- and grant-level transaction records. The file still needs the government counterpart release, procurement awards, regional contracts, payment and completion records, and outcome indicators tied specifically to the additional financing.

Outcome
Not yet. Existing programme outputs form a baseline, but the additional-financing phase requires separate evidence of hectares restored, water and livelihood assets delivered, beneficiaries reached and resilience outcomes by the end of 2027.

1 October 2026 · Côte d’Ivoire · correction to legal chronology
The Council of Ministers communiqué is dated 3 June 2026. Earlier revisions incorrectly recorded ratification on 28 September, the date of the separate African Development Bank launch announcement. Three decrees cover two loans and a grant signed on 13 March.
Read the September launch against legal authority already established in June. The next tests remain scheduled infrastructure delivery and attributable additional-finance transactions.
Legal chronology corrected. The existing-programme baseline, verified action count and open additional-finance delivery assessment are unchanged. The outgoing revisions remain available as originally published.
30 September 2026 · Côte d’Ivoire · existing-programme execution and delivery deadlines
An official notice published on 23 September reports physical execution above 80% and more than FCFA 10 billion disbursed from the initial FCFA 13 billion envelope. It also sets infrastructure delivery milestones for 15 October, 30 November and 31 December 2026.
The implementation chain must complete and evidence the promised infrastructure on schedule, identify the contracts and payments behind the reported aggregate, and keep the additional-finance cash trail separate.
Baseline disbursement and physical execution are now verified as official programme reporting. Disbursement and attributable outputs under the US$24.07 million additional package remain open evidence.
29 September 2026 · Côte d’Ivoire · additional climate-resilience finance
The official financing package is now supported by a ratification record, a programme launch, named national and regional implementing structures and a defined closing date.
The responsible institutions must now publish releases, region-specific work plans, procurement awards and completed outputs under the additional financing.
A new record is admitted. Finance and programme activation are verified; subproject-level disbursement and delivery under the additional package remain open evidence.
