Southern Africa’s 2026/27 El Niño readiness: from regional validation to funded early action
Reviewed 28 October 2026
The Southern African Regional Climate Outlook Forum’s 2026/27 outlook places much of central and southern SADC in a drier field, northern and north-eastern parts in a wetter field, and expects above-average temperatures across most of the region during the first half of the season. On 23 October, SADC reported validation of a regional anticipatory-action framework, a prepositioning strategy and a multi-hazard contingency plan. Most planned anticipatory actions remain unfunded.
Three regional preparedness instruments have been validated, but most planned anticipatory actions remain unfunded.
SADC’s 23 October closing statement confirms validation of the Regional Anticipatory Action Framework 2026–2030, the SHOC Regional Prepositioning Strategy and the 2026/27 Regional Multi-Hazard Contingency Plan. The resolutions are due before SADC ministers responsible for disaster risk reduction in November.
SADC ministers must decide in November whether to approve the instruments and require costed, trigger-based national action with pre-arranged finance.
The consequential evidence is a ministerial decision, an approved and costed plan, named triggers and authorities, pre-arranged finance, national allocations, procurement and verified prepositioning.
November 2026, before the principal 2026/27 rainfall, heat and dry-spell risks mature.
SADC ministers decide; the Secretariat, Climate Services Centre and Humanitarian and Emergency Operations Centre coordinate; member states execute.
Regional validation does not transfer national legal or fiscal authority. Each member state’s disaster-management, finance and sector institutions remain responsible for national and subnational appropriations, procurement, stocks, staffing and delivery.
Two regional actions are verified: the seasonal outlook and validation of the preparedness package.
SARCOF-33 provides the regional signal. The October workshop validated the framework, strategy and contingency plan as one coordinated preparedness package. Approval, funding and execution are not yet verified.
Ministerial approval, costed actions, triggers, finance, national allocations and delivery remain open.
No current regional or national appropriation, release, procurement award, stock movement or service delivery attributable to the validated package is established in the sources reviewed. This is not proof that no action occurred.
Territorial evidence map: text equivalent
Whole-country drier signal: Botswana, Eswatini, Lesotho, Namibia, South Africa and Zimbabwe. Partial-country drier signal: Angola, Mozambique and Zambia. Partial-country wetter signal: Democratic Republic of the Congo, Malawi and Tanzania. Seychelles has a wetter national signal. Other territory is neutral and unclassified. The map shows forecast evidence, not observed impact. A separate status panel records validated instruments with approval and finance open.
Decision trace
T0 · Signal · Verified
SARCOF-33 identifies a drier central and southern field, a wetter northern and north-eastern field, and above-average temperatures across most of the region in the first half of the season. Country and subnational forecasts are still required for operations.
T1 · Trigger · Open evidence
SADC says pre-agreed triggers are needed, but the validated instruments and trigger table are not yet public in the sources reviewed.
T2 · Authority · Mapped
SADC ministers responsible for disaster risk reduction hold the November regional decision. The Secretariat, Climate Services Centre and SHOC coordinate regional functions; member-state authorities retain national and local execution powers.
T3 · Commitment and finance · Open evidence
The instruments are validated, not yet shown as ministerially approved. SADC says most planned anticipatory actions remain unfunded. No attributable current appropriation or release is verified.
T4 · Execution · Not assessable at this stage
No procurement, prepositioned stock, staffing deployment or service delivery attributable to the regional package is verified in this file.
T5 · Outcome · Not assessable at this stage
Not yet assessable. A forecast and validated plans do not establish implementation or outcomes.
